FY 2011-2012 Governing Board Officers

As stated in Section 11 of the Joint Powers Authority (JPA) and Article 5 of the bylaws, the SGVCOG has the following four officer positions:  President, Vice President, 2nd Vice President and 3rd Vice President.  The SGVCOG holds annual elections each May for its four Board Officer positions for the fiscal year beginning July 1.   Listed below are the 2011-2012 Board Officers.


Angel Carrillo
President

Angel Carrillo is a Councilmember from the City of Azusa and was elected as Vice President of the SGVCOG in July 2009. 

 
Barbara Messina
1st Vice President

 Barbara Messina is a Councilmember of Alhambra and has served as 3rd Vice President of SGVCOG since July 2009.  She was first elected to the Alhambra City Council in 1986, and served as Mayor for three terms.  Barbara is also a member of SCAG''s Regional Council and its Transportation and Communications Committee.  She is also past President of the Independent Cities Association.


Mary Ann Lutz
2nd Vice President

Mary Ann Lutz is the mayor of Monrovia and was elected as 2nd vice president of the SGVCOG in 2011.  Mary Ann has served as mayor of Monrovia since 2009 and was first elected to the Monrovia City Council in 2003.  Mary Ann served as the chairperson of the SGVCOG EENR committee from 2007-2011.  She is also a representative to the Gold Line Phase II Joint Powers Authority, a representative to the Los Angeles County Sanitation Districts, and is a member of the U.S. Conference of Mayors. 

 
Joe Gonzales
3rd Vice President

Councilman Gonzales is a Councilmember of South El Monte and was elected to the San Gabriel Valley Council of Governments as the 3rd Vice President. At the end of his present term in 2013, Councilman Gonzales will have a served for 17 years on the South El Monte City Council. Joseph represents the City of South El Monte on various regional and state boards working on economic development, housing, transportation and state legislation.
