When the San Gabriel Valley Council of Governments was first formed in 1994, the founding members determined that all member agencies would have equal representation on the Governing Board, and this founding principle is reflected in Section 7(a) of the Joint Powers Agreement. While more recently the COG''s membership has expanded to include three Los Angeles County Supervisorial Districts and the Valley''s water agencies, this same principle remains.
