Energy, Environment, and Natural Resources Committee WORKING GROUPS
Background
In an effort to enhance quality of life for its residents, San Gabriel Valley Council of Governments (SGVCOG) has committed to improving the environment as one of its strategic goals. To achieve this end, SGVCOG’s Energy, Environment, and Natural Resources (EENR) Committee coordinates environment-related efforts among the Valley’s many jurisdictions, pursues funding opportunities for the Valley, and promotes beneficial policies to its member agencies. As an outgrowth of these efforts, the EENR Committee has created five working groups to address issues related to energy, water, open space, solid waste, and air quality. These working groups will expand the committee’s ability to address environmental issues and bring insight and expertise to the committee’s areas of primary concern.
Air Quality
The SGVCOG, in partnership with the South Coast Air Quality Management District, presented an Alternative Fuels Vehicle/Fleet Management Workshop on July 31st in the Monrovia Community Center. The workshop covered information on fleet rules, funding opportunities, available fuels and technologies, maintenance and management issues, joint purchasing opportunities. There were over 50 individuals in attendance and the workshop was a success.

The Emerald Necklace is a vision for a 17 mile loop of parks and greenways connecting 20 cities and nearly 500,000 residents along the Río Hondo and San Gabriel Rivers. The Emerald Necklace will unify more than 1,500 acres of parks and open spaces along an interconnected greenway around two major urban rivers. The approximate boundaries of this project are as follows: Whittier Narrows at the south, Peck Park at the north, and San Gabriel Confluence Park on the east . Amigos de los Rios, which is a non-profit agency, is the primary coordinator and facilitator of the Emerald Necklace Coalition and assists with funding, advocacy and design of projects.
The Emerald Necklace has six primary project goals: 1) creating new parks, 2) creating new trails, 3) addressing Total Maximum Daily Loads (TMDLs) for the riverways, 4) creating joint-use projects, 5) providing residents access to nature, and 6) preserving open space.
In order to better advocate on behalf Emerald Necklace Projects, Amigos de los Rios developed the Emerald Necklace Accord 2005. The purpose of the Accord is to provide a coordinated network of agencies to offer support for grant applications and other fundraising, awareness building initiatives required at this time. Agencies that approve of the accord agree to the following:

Review and consider requests for mutual support from one in order to secure grant funding for the Emerald Necklace Projects.

Foster greater dialogue concerning ways in which the Emerald Necklace Agencies can work together to develop a sustainable vision for the health and welfare of residents through a coordinated plan for open space.

Serve as active supporters and participants of the process, attending regular meetings, participating in exchange and dissemination of information, and relevant tasks required to advance the development and implementation of the regional vision.
The Accord is not intended to create any financial obligation or commitment on the part of any one of the Emerald Necklace Agencies, and any one of the Emerald Necklace Agencies may opt out of this Emerald Necklace Accord upon giving 30 days written notice to the other Emerald Necklace Agencies. See Attachment 1 for a copy of the Emerald Necklace Accord.
Twenty-one of the SGVCOG’s member agencies are eligible to become members of the Emerald Necklace Coalition, and to date eight (8) have become members. An additional thirteen (13) cities in the San Gabriel Valley are eligible. Figure 2 provides a complete listing of all current Emerald Necklace Agencies and remaining eligible members.

Activities
The "Trash 101: A New Era for Solid Waste Management" workshop was held on Friday, September 12th at the Los Angeles County Sanitation District offices. More than 40 elected officials and city staff attended this successful event. Thank you to our featured speakers for their insightful presentations.
A special thanks to California Integrated Waste Management Board Member Rosalie Mule for serving as the keynote speaker for the event.

The Upper San Gabriel Valley Municipal Water District's San Gabriel Basin Advanced Water Treatment Recharge Project
The purpose of this project is to construct a treatment plant for recycled water at the Los Angeles County Sanitation Districts’ San Jose Water Reclamation Plan. This will provide a new source of groundwater replenishment for the Main San Gabriel Basin. This project will assist our region in addressing the current water supply and drought conditions that are impacting the entire state. Click here for more information.
