FY 2007-2008 Governing Board Officers

As stated in Section 11 of the Joint Powers Authority (JPA) and Article 5 of the bylaws, the SGVCOG has the following four officer positions:  President, Vice President, Treasurer and Secretary.  The SGVCOG holds annual elections each May for its four Board Officer positions for the fiscal year beginning July 1. There are four Officer positions: President, Vice President, Treasurer, and Secretary. Listed below are the 2007-2008 Board Officers.


David Spence
President

 

Dave Spence is the Mayor of La Canada Flintridge and currently serves as President of the  the San Gabriel Valley Council of Governments since July 1, 2007. He was first elected to the La Canada Flintridge City Council in 1992, and is currently serving his fourth term as Mayor. He and his wife have lived in La Canada Flintridge since 1969 and have two adult sons.

Mr. Spence is the past President of California Contract Cities, and also serves on the League of California Cities, the Southern California Association of Governments (SCAG) Transportation Committee, the National League of Cities Small Cities, California Joint Powers Insurance Authority Executive Board, the County of Los Angeles Local Government Commission and Metro San Gabriel Valley Transit Service Sector Governance Board. He is a graduate of Ohio Wesleyan University. 


Sharon Martinez
 
Vice President

Sharon Martinez is the Mayor of Moneterey Park and currently serves as Vice President of the  the San Gabriel Valley Council of Governments since July 1, 2007. She was first elected to serve on the Monterey Park City Council in 2001.

In addition to her City Council and COG activities, Ms. Martinez is currently an appointed member of the Los Angeles County Commission on Local Government, and serves as a board member on the Metro San Gabriel Valley Sector Governance Board, Rebuilding Together, and the Latin Business Association.  Ms. Martinez is active in the Monterey Park community as a member of the Monterey/Rosemead Soroptimist, the Monterey Park Rotary, the Monterey Park Chamber of Commerce, and the Monterey Park Library Foundation.  She is a former Board Member of the West San Gabriel Valley YMCA, former Chairperson of the Monterey Park Art & Culture Commission, former elected National Vice President of Youth Adults of the League of United Latin American Citizens, former Board Member/Secretary of Hispanas Organized for Political Equality PAC, and former Member of the United States Commission on Civil Rights-California Advisory Committee.        

Ms Martinez received her Bachelor's of Science and Master's of Science degrees from USC. She is the founder and president of SMART Temporary Personnel Services, an award-winning minority, female owned business located here in the San Gabriel Valley.

 


George Hunter
Treasurer

George Hunter is a Councilmember in the City of Pomona and currently serves as Treasurer of the  the San Gabriel Valley Council of Governments since July 1, 2007.  George was first elected to the Pomona City Council in 1999. Prior to his election, he served on the Pomona Charter Revision Committee and City Planning Commission, and served as Chairman and Co-Founder of the Pomona Anti Crime Taskforce In Our Neighborhood (ACTION) Committee (1993). He and his wife and son have lived in Pomona since 1990.

Mr. Hunter is Vice-Chair of the Alameda Corridor East (ACE) Construction Authority, as well as the Pomona City Council's representative on the Gold Line Construction Authority and the Pomona Unified School District Liaison Committee. He is the Chair of the SGVCOG's Trauma Care Taskforce. This ad hoc committee has successfully worked to secure an additional paramedic helicopter to provide service to residents in the East San Gabriel Valley. 

 


Mark Kelly

Secretary

Mark Kelly is a Councilmember in the City of Glendora and currently serves as Secretary of the  the San Gabriel Valley Council of Governments since July 1, 2007. Mark was first elected to the Glendora City Council in 2005. In addition to his COG duties, he is a member of the Independent Cities Association, the Los Angeles County Sanitation District, and the League of California Cities' Public Policy and Safety Committee. 

Mr. Kelly is currently a Sergeant II with the Los Angeles Police Department, where he has served for the past 18 years. Previously, he served in the United States Army from 1984 to 1988, reaching the rank of Sergeant. He is an active member of the Glendora Chamber of Commerce and the Police Officer's Association. 

Councilmember Kelly holds two Associates degrees from Pasadena City College. His policy interests include children's rights and education. He and his wife have two children, ages 12 and 7.
