Steven has served on the SGVCOG Governing Board since his election to the Alhambra City Council in 2004.  Prior to his election to the Council, he served on the HCDA Citizens Advisory Committee and the Planning Commission.  He has a long history of community involvement with a variety of organizations, including:  the Eagle Scouts, the Alhambra Day School Nursery Board, the Alhambra Chamber of Commerce, the Alhambra School Board Foundation, the Alhambra Chapter of the American Heart Association, Boy Scouts of America, the Alhambra Chapter of DeMolay, and the YMCA Support Committee.

Barbara is currently serving on the Alhambra City Council, and was chosen to serve as her cities alternate in 2007.  She previously served in this position from 1994 to 1998.  Barbara is also a member of SCAG's Regional Council and its Transportation and Communications Committee.

"Arcadia was incorporated in 1903 and became a Charter City in 1951.  It is an upper-middle class community of approximately 54,000 people in an 11.2 square mile area located 20 miles east of Los Angeles.  The City government is "full-service" with its own Police Department, Fire Department and Library, and a City Council-City Manager form of government.  Arcadia is known for beautiful neighborhoods, warm character and a "community of homes" atmosphere.  The City places great emphasis on preserving green space and its commitment to the environment is evidenced by the large population of healthy trees you will find around town.  Arcadia has been designated a Tree City USA for ten consecutive years.

Bob Harbicht is serving his fourth four-year term on the Arcadia City Council. He has been Mayor of Arcadia twice, and has served on the SGVCOG Governing Board since 2006. Bob has the almost unique distinction of having been Mayor of two Southern California cities. He was Mayor of Duarte and was twice elected to the Duarte City Council. Bob became Mayor of Duarte at age 31, making him the youngest Mayor in that city's history. Bob is currently Mayor Pro Tem of Arcadia.

Hon. Mickey Segal
Mr. Segal has served on the SGVCOG Governing Board since 2007. He and his wife Lee have lived in the City of Arcadia for over 22 years. He has an extensive history of public service, having been involved in numerous local organizations, civic and youth groups. In addition to serving on the City Council, Mickey chaired and completed the $2.5 Capital Campaign to raise money for the Arcadia Unified School District's Technology Plan. He is a member of the Arcadia Educational Foundation, the Methodist Hospital Foundation Board of Directors and the Methodist Hospital Board of Directors. Before being elected to the City Council Mickey chaired the City of Arcadia's Financial Advisory Committee.

Anthony has been a member of the SGVCOG Governing Board since 2007. He was born in East Los Angeles and moved to Baldwin Park in 1981, when he was 4-years-old. Throughout his youth, he was involved in community affairs. At eight-years-old, he walked the streets of Baldwin Park with his father, School Board Member Anthony Bejarano, registering voters. At eleven-years-old, he spoke at his first City Council meeting, urging the City of Baldwin Park to not allow a card club into the city limits. He went on to attend Georgetown University, during which time he interned for Congressman Esteban Torres. After graduating from Georgetown, he attended law school at the University of San Diego. He has previously served as a planning commissioner for the City of Baldwin Park. In addition to his duties as a councilmember, Anthony works as a labor and employment attorney in Downtown Los Angeles.

Sam has served on the SGVCOG Governing Board since 2007. He was first elected to the Claremont City Council in 2005. He recently served on the Claremont Community Services Commission, which he was appointed to in 2001. Sam is an Environmental Planner for the Sanitation Districts of Los Angeles County, where his responsibilities include government relations, outreach and public relations. He is also a member of the San Gabriel Valley Public Affairs Network, the Joint Powers Agreement Board for the San Gabriel River Discovery Center, and a founding board member of Amigos de los Rios. Along with representing Claremont on the SGVCOG, Sam also serves as his city's representative to the Claremont Chapter of the American Red Cross, the Six Basins Water Master Board, and the Southern California Association of Government.

Hon. Corey Calaycay
Corey has served on the SGVCOG Governing Board since 2005, the same year that he was first elected to Claremont City Council. He has been had been an active leader in the community in the years prior to his election. Corey has over seven years of experience working for the California State Legislature. He has worked for former Assemblyman Bob Margett (59th District), former Assemblyman Bob Pacheco (60th District), and Assemblyman Todd Spitzer (71st District). Corey currently works for State Senator Bob Margett (29th District). Councilmember Calaycay serves as Claremont's representative to CLOUT, California Contract Cities Association, Foothill Transit, and the Los Angeles Division of the California League of Cities.

About the City of Duarte

"The Gabrielino Indians once inhabited the land that is now known as the City of Duarte. In 1841, the governor of Alta California granted to ex-Mexican Corporal Andres Duarte and his wife nearly 7,000 acres of prime land in the upper San Gabriel Valley. He named the place Rancho Azusa de Duarte.  In the mid-1800's, most of the Rancho was sold to help defray Andres Duarte's debts. One of those who purchased land was Dr. Nehemiah Beardslee, who started the first school in Duarte and laid out the first section of Duarte's water lines. Much of the remaining land was divided into 40-acre plots and sold individually.

Many of Duarte's earliest pioneer families came to Duarte in the mid-1800's for their health, the pleasant climate, and the fertile soil. English settlers, Americans from the Midwest and deep South, Latinos who remained from the Rancho and Japanese immigrants enabled Duarte to grow into a thriving agricultural community specializing in citrus production.

Two of the country's premier medical institutions were started in Duarte in the early part of this century. In 1913, the Jewish Relief Association started a tuberculosis sanitarium on 40 acres of land South of Duarte Road. This later evolved into the world-renowned City of Hope Medical Center, a recognized leader in fighting cancer and other catastrophic diseases. In 1930, a group of Carmelite Sisters established the Santa Teresita Rest Home, known today as Santa Teresita Hospital. From four small cottages, this medical facility has developed into one of the finest hospitals in the region.

In 1957, a dedicated group of community members led the fight for incorporation, and on August 22, 1957, their efforts paid off with the formation of the City of Duarte and the Duarte Unified School District. The leadership of the Duarte City Council and the Duarte Unified School Board helped the previously fragmented community to come together, set goals and establish priorities for the newly created City of Duarte."

John has served on the SGVCOG Governing Board since its inception in 1994. He was first elected to the Duarte City Council in 1987, and has served several terms as Mayor. John has represented 30 San Gabriel Valley cities as a Director to the Los Angeles County Metropolitan Transportation Authority (Metro) since its inception. He has served as MTA Board Chair during FY 2001-2002, and is currently a member of the Executive Management and Audit Committee and the Construction Committee. He also serves as Duarte's representative on the Foothill Transit. John is the Chair of the SGVCOG Transportation Committee. In addition to his work with transportation, John previously served as Chair of Duarte's Community Redevelopment Agency.

Hon. Lois Gaston
Lois has served on the SGVCOG Governing Board since 2004. She was first elected to the Duarte City Council in 2003, and began her first term of Mayor in 2006. She is the first African-America female to hold this position in Duarte's 50-year history. As from the SGVCOG, she also serves as Duarte's alternate or delegate for several organizations including California Contract Cities, the Gold Line Phase II JPA, and the Southern California Association of Governments. She is also the Delegate-at-Large for California Contract Cities Board of Directors and Executive Board.

Ernie is currently the Mayor of El Monte, having been voted into office in 2003. Previously he served on the City Council for a total of 25 years. He has been a member of the SGVCOG Governing Board since 2001. He has also served on many of his City's Commissions including Planning, Parks, Transportation and Recreation. He has served as Chairman of the Alameda Corridor East (ACE) Construction Authority for 5 years. He is involved in numerous civic and cultural groups including: East Los Angeles Educational Coordinating Committee (President), Mexican-American Citizens Association (Founder, President), El Concilio Del Valle De San Gabriel (Founder & President), and La Historia Society Museum (Founder, Chief Curator and President). Prior to entering politics Mr. Gutierrez served in the United States Army for four years and was Honorably Discharged. Mayor Ernie Gutierrez worked in many different fields: as a Farm worker, in an Auto Body, as a Produce Delivery person, a Grocery Store Clerk, in Pipe Construction, as an Elementary School Teacher, a UCLA Counselor/Administrator and a High School Counselor at Gahr High School. He has been married 45 years to his wife, Olga and blessed with 3 children and 11 grandchildren.

Hon. Patricia Wallach
Patricia A. Wallach was originally elected to the El Monte City Council in April 1990. She was the first woman in fifty years to be elected to the City Council. She has served as one of El Monte's representatives on the SGVCOG Governing Board since 1994. Along with serving on the City Council, Pat also sits as a member of the Community Redevelopment Agency, the El Monte Community Access Television Corporation, US/Mexico Sister Cities Association and Sister Cities International. Pat has also taken on many other duties such as, the Chairwoman of the Mid-Valley Consortium Board, and former Vice President now alternate of the Foothill Transit Board of Directors representing Los Angeles County First District Supervisor Gloria Molina. Pat also serves as an Alternate to the Independent Cities Association, Alameda Corridor-East Gateway to America Construction Authority, and the San Gabriel Valley Economic Partnership of Commerce and Cities.

Mark was first elected to the Glendora City Council in 2005 and has served on the COG Governing Board since his election. In 2007, he was elected to serve as Secretary of the SGVCOG. In addition to his COG duties, he is a member of the Independent Cities Association, the Los Angeles County Sanitation District, and the League of California Cities Public Policy and Safety Committee. Mr. Kelly is currently a Sergeant II with the Los Angeles Police Department, where he has served for the past 18 years. Previously, he served in the United States Army from 1984 to 1988, reaching the rank of Sergeant. He is an active member of the Glendora Chamber of Commerce and the Police Officers Association. Councilmember Kelly holds two Associates degrees from Pasadena City College. His policy interests include childrens rights and education. He and his wife have two children, ages 12 and 7.
