When the San Gabriel Valley Council of Governments was first formed in 1994, the founding members determined that all member agencies would have equal representation on the Governing Board, and this founding principle is reflected in Section 7(a) of the Joint Powers Agreement. While more recently the COG's membership has expanded to include three Los Angeles County Supervisorial Districts and the Valley's water agencies, this same principle remains.

Los Angeles County Supervisorial Districts 1, 4, and 5 are members representing the following unincorporated communities in each of these districts:

Supervisoral District 1: Avocado Heights, Bassett, Citrus (part), East Azusa (part), Eastmont, Hacienda Heights (part), North Claremont (part), Rowland Heights (part), South San Gabriel, South San Jose Hills, Walnut Park, and West Puente Valley.

Supervisoral District 4: Hacienda Heights (part), Wetlands, and Rowland Heights (part).

Supervisoral District 5: Altadena, Charter Oak, Citrus (part), East Azusa (part), East Pasadena, East San Gabriel, Kinneola Mesa, La Crescenta, North Claremont (part), Northeast San Dimas, San Pasqual, West Arcadia, and West Pomona.
San Gabriel Valley Water Agencies:
In 2007, the Valley’s three water agencies (Three Valleys MWD, San Gabriel Valley MWD, and Upper San Gabriel Valley MWD) were also admitted to the COG under a single membership.
