2005 Awardees


Bob Bartlett
Mr. Bartlett is a former Mayor and Councilmember from the City of Monrovia. He played a major role in helping to create the Foothill Transportation Zone and the SGVCOG. In addition to his leadership in the San Gabriel Valley, he has served as President of the California League of Cities and the Southern California Association of Governments. 

Gene Dryden
Mr. Dryden is a former Mayor and City Councilmember from the City of San Marino. He was appointed to serve as that City’s delegate on the SGVCOG’s Governing Board in 1994. During his tenure, he took a leadership role in structuring the Regional Housing Needs Allocation process for the San Gabriel Valley area. The housing needs assessment for the Valley led to the creation of the Strategic Housing Plan, which has been cited as the model for cities and regions. 

Nell Soto
Ms. Soto has served in the State Assembly and Senate, and currently serves in the Assembly representing the 61st District. Prior to her election in the State Legislature, she served on the Pomona City Council and was one of the founding Boardmembers of the SGVCOG. In addition to her SGVCOG activities, Ms. Soto was also elected to serve as the Eastern Los Angeles County cities’ representative on the South Coast Air Quality District Board of Directors, becoming the first woman elected from the San Gabriel Valley to serve on this board. 

James Starbird
 
Mr. Starbird is a former City Manager in both Monrovia and West Covina. During his tenures in these two cities, he was active in forming the San Gabriel Valley Commerce and Cities Consortium, which was the predecessor agency to the San Gabriel Valley Economic Partnership. That agency was focused on creating an identity for the San Gabriel Valley and marketing the Valley within the region, state and nation. Mr. Starbird is also active in the formation of the SGVCOG and advocated a strong public-private partnership as a necessity for a strong San Gabriel Valley.

Judy Wright
Ms. Wright is a former City councilmember and Mayor of Claremont. She was one of the founding members of the SGVCOG. She played a major role in various transportation initiatives in the Valley, including the creation of the Foothill Transit Zone and Metrolink. She also served as an SGVCOG appointee to SCAG’s transportation committee, of which she served as Chair.
